country’s investment landscape has been shaped by the outcomes of “painful but necessary” structural reforms introduced by the President Bola Tinubu administration. The report said the removal of fuel subsidies and liberalisation of the foreign exchange market initially triggered significant economic volatility, although indicators in early 2026 suggested some stabilisation.\u003C\u002Fp>\n\n\n\n\u003Cp>However, it warned that security concerns, administrative bottlenecks and the social consequences of economic reforms remain significant considerations for foreign investors.\u003C\u002Fp>\n\n\n\n\u003Cp>“The security environment is a primary variable which gives pause to potential investors,” the report said.\u003C\u002Fp>\n\n\n\n\u003Cp>It noted that although attacks on oil infrastructure in the Niger Delta have decreased, oil theft and illegal bunkering persist.\u003C\u002Fp>\n\n\n\n\u003Cp>“In the North, the expansion of terrorist and ‘bandit’ $9.6 billion in trade in 2025 and operated at 50 percent capacity, helping to ease pressure on older facilities.\u003C\u002Fp>\n\n\n\n\u003Cp>However, it said traditional ports in Apapa and Tin Can Island continue to experience cargo dwell times exceeding 20 days because of manual examinations.\u003C\u002Fp>\n\n\n\n\u003Cp>“To address this, the government launched phase one of the National Single Window (NSW) on March 27, 2026,” the report said.\u003C\u002Fp>\n\n\n\n\u003Cp>The platform is designed to integrate trade agencies, including the Nigeria Customs Service, the National Agency for Food and Drug Administration and Control and the Standards Organisation of Nigeria, into a single digital workflow.\u003C\u002Fp>\n\n\n\n\u003Cp>According to the report, the initiative targets a reduction in cargo dwell time to fewer than seven days and the elimination of 80 percent of manual paperwork by the end of 2026.\u003C\u002Fp>\n\n\n\n\u003Cp>The report acknowledged an increase in capital inflows but said the figures did not necessarily reflect a corresponding surge in long-term investment in physical infrastructure.\u003C\u002Fp>\n\n\n\n\u003Cp>“Nigeria’s capital importation reached $21 billion in October 2025, a large increase from 2024,” it said.\u003C\u002Fp>\n\n\n\n\u003Cp>“However, 92 percent was made up of foreign portfolio investment (‘hot money’) seeking high One-Stop Investment Centre coordinates 27 government agencies to help investors navigate administrative processes.\u003C\u002Fp>\n\n\n\n\u003Cp>The report said US foreign direct investment in Nigeria reached $7.9 billion by the end of 2024, representing a 25 percent increase from the previous year.\u003C\u002Fp>\n\n\n\n\u003Cp>It added that bilateral trade between Nigeria and the United States reached $14.8 billion in 2025.\u003C\u002Fp>\n\n\n\n\u003Cp>The department said Nigeria’s economic reforms had improved some macroeconomic indicators but imposed high costs on households.\u003C\u002Fp>\n\n\n\n\u003Cp>“The fiscal correction came at a high social cost,” the report said.\u003C\u002Fp>\n\n\n\n\u003Cp>It added that the removal of fuel subsidies had caused petrol prices to “quintuple from 2023 levels”, contributing to an estimated national poverty rate of 63 percent in 2025, citing an April 2026 World Bank report.\u003C\u002Fp>\n\n\n\n\u003Cp>The report said Nigeria’s gross domestic product growth rose from 3.3 percent in 2023 to 4.1 percent in 2024 before easing slightly to four percent in 2025.\u003C\u002Fp>\n\n\n\n\u003Cp>It also noted that the Central Bank of Nigeria reported foreign exchange reserves of $50.45 billion in February 2026, which it described as a 13-year peak.\u003C\u002Fp>\n\n\n\n\u003Cp>On inflation, the report said headline inflation reached 34.8 percent in late 2024 before falling to 15.15 percent by December 2025 following the rebasing of the Consumer Price Index and subsequent methodological Their full names, official titles, and voice recordings will be published in subsequent releases of this series.\u003C\u002Fp>\n\u003Cp>The Genesis of a $29.1 Million Deal\u003Cbr \u002F>\nThe trouble began in early March 2026, when Uganda Airlines sought to boost its unit trust portfolio managed by Old Mutual Investments Group with $29.1 million.\u003Cbr \u002F>\nHowever, what should have been a standard institutional investment allegedly turned into an extortion attempt.\u003C\u002Fp>\n\u003Cp>Investigations reveal that a senior finance executive at Uganda Airlines (“Executive A”) made a covert demand before approving the transfer: he requested a $100,000 kickback from Old Mutual’s Chief Financial Officer (“Executive B”).\u003C\u002Fp>\n\u003Cp>Unsure of how to handle the illicit request, Old Mutual’s CFO reached out to his predecessor (“Executive C”) for advice. In an audio recording obtained by our reporters, the predecessor sternly warned the CFO against yielding to the extortion, warning that paying a kickback violated standard governance rules and could trigger severe criminal exposure.\u003C\u002Fp>\n\u003Cp>The Whistleblower’s Dilemma\u003C\u002Fp>\n\u003Cp>On March 4, 2026, at 1:32 PM, Old Mutual’s CFO placed a 10-minute phone call to the Uganda Airlines account’s assigned Independent Financial Adviser (“Adviser X”).\u003C\u002Fp>\n\u003Cp>During the call, the CFO admitted that the Uganda Airlines official was demanding a kickback commission as an absolute condition for executing the fund transfer.\u003C\u002Fp>\n\u003Cp>Because Adviser X was the official IFA of record for the Uganda Airlines account at Old Mutual, the CFO sought her guidance on how to proceed.\u003C\u002Fp>\n\u003Cp>Adviser X took a firm ethical stance. According to official police statements, she warned Old Mutual’s executive directly:\u003C\u002Fp>\n\u003Cp>“I made it very clear that I do not support nor condone any form of kickback or unethical commission arrangement. The appropriate course of action would be to escalate the matter to the airline’s executive leadership.”\u003C\u002Fp>\n\u003Cp>Adviser X recorded the entire conversation to protect herself. The next morning—March 5, at 9:13 AM—she called Old Mutual’s CFO again, reminding him that the State House Anti-Corruption Unit (SHACU) was actively probing mismanagement at Uganda Airlines, making
