Gen. Muhoozi Says Sam Mugumya Is Alive, Threatens to Execute Him

KAMPALA, October 2, 2026 — Chief of Defence Forces Gen Muhoozi Kainerugaba has claimed that missing opposition activist Sam Mugumya is alive, while making a threat to execute him.

In a post on X on Friday, Gen Muhoozi said he had Mugumya and was aware of his condition.

“Yes, I have Sam Mugumya. He is fine. But I will execute him soon,” Gen Muhoozi posted.

In a subsequent post, he referred to public concern over Mugumya’s physical condition and said he intended to shoot him dead.

“People are feeling sorry for Mugumya’s legs? I’m going to shoot him to death,” he wrote.

The statements come amid heightened scrutiny over Mugumya’s whereabouts following the circulation of video footage purportedly showing him in a weakened physical condition.

Mugumya, a former aide to opposition politician Dr Kizza Besigye, reportedly disappeared on August 26, 2025, after witnesses said he was taken by armed men in Mbarara City.

On Thursday, October 1, Parliament gave government two weeks to account for Mugumya and other people reported missing or detained without being produced in court. Leader of the Opposition Joel Ssenyonyi raised the matter during plenary, citing the recently circulated footage.

The Uganda Law Society has also said it will engage United Nations special procedures on enforced and involuntary disappearances over Mugumya’s continued disappearance. The society said the move followed renewed concern generated by the circulation of the footage.

The authenticity, date and location of the footage have not been independently established.

The Uganda People’s Defence Forces has previously denied holding Mugumya. In court proceedings, the military said searches of its detention facilities and records had found no evidence that he was in its custody.

The latest comments by the CDF have therefore added a new dimension to the controversy surrounding Mugumya’s whereabouts, coming at a time when Parliament and other institutions are seeking clarification from government.
