Background
The National Bank of Ethiopia (NBE), in line with its mandate to safeguard financial stability, promote market integrity, and protect financial consumers, is undertaking an initiative to develop a Financial Services Price Comparator Tool. This initiative forms part of broader efforts to enhance transparency, strengthen consumer protection frameworks, support informed financial decision making, and promote fair competition in Ethiopia’s financial sector.
As the financial system expands and diversifies, consumers are increasingly faced with complex financial products and non-standardized pricing structures. While financial institutions provide disclosures, these are often difficult to compare across providers. As a result, consumers may make decisions without fully understanding the costs and conditions of financial services.
To address this challenge, NBE intends to establish a regulator-led, non-commercial digital platform that enables consumers to access, compare, and understand key pricing and service features of financial products, and thereby empowering them to make informed and appropriate financial decision. To support this initiative, NBE seeks to engage a qualified consulting firm or consortium to design, develop, test, and support the implementation of the Price comparator tool.
The development and deployment of the platform will be financed with support from the International Fund for Agricultural Development (IFAD) under the Rural Financial Intermediation Programme (RUFIP). This support reflects the alignment of the initiative with broader national
objectives of improving financial capability and thereby enhancing financial inclusion, particularly for rural and underserved populations, and strengthening access to transparent and affordable financial services.
Objective of the Assignment
The overall objective of this assignment is to design and develop a robust, user-friendly, and scalable digital platform that allows existing and potential financial consumers to compare standardized financial products and pricing information across institutions.
Specific objectives include:
- Develop functional and technical architecture of the comparator tool
- Design user interface and user experience tailored to diverse consumers
- Establish data collection, validation, and integration mechanisms
- Build and test the digital platform
- Support pilot implementation and capacity building within NBE

- A complete set of Bidding Document can be obtained from Procurement Directorate found National Bank of Ethiopia Building 2-5th floor upon deposit of non-refundable fee of Ethiopian birr 200.00 (Two hundred only) for Domestic bidders and USD 25 or ETB 4000 for Foreign bidders in the account No.7002010800001 on Banking and Payment Systems Directorate found in NBE Building 2, sub-basement floor during office hours (Monday to Friday 8:00-10:30 a.m and 01:00- 03:30 p.m).
- Bids must be accompanied by bid security 2% of the Total Bid Price in the form of CPO or Unconditional Bank Guarantee letter.
- Bidders shall present copy of their renewed trade license, renewed main Registration trade license, Tax Identification Number, Valid Tax Clearance certificate and VAT Registration Certificate and other necessary documents for domestic bidders and certificate of incorporation for foreigners.
- Bids shall be submitted in the tender box prepared for this purpose on /before the above indicated date and the closing is on the same date, time shows in the above table. The bid number should be indicated in the bid document.
- Bid opening shall be held on the days and time indicated in the above table in the presence of bidders and/or their representatives who wish to attend
- Failure to comply any of the conditions from (3) to (6) above shall result an automatic rejection.
