For decades, the Auditor General’s reports have told the same painful story: money sent to districts for classrooms, health centers, and PDM disappears into private pockets. President Museveni has called corruption a parasite that must be crushed. But for years, the response from many district local governments was business as usual.
That business as usual Syndrome has ended with the appointment of Hon. Balaam Barugahara Ateenyi as the Minister of Local Government. Since assuming office on 26th May 2026, replacing Hon. Raphael Magyezi, Minister Balaam has launched a ruthless, field-based, nationwide anti-corruption campaign that has awakened the entire local government system from deep slumber.
This is no longer a Youth Minister speaking about corruption. This is the Minister with direct constitutional mandate over all 146 districts, cities, and municipalities, now exercising full authority.
Why His Campaign is Different: From Desk to Dust
Minister Balaam has rejected the old method of fighting corruption from air-conditioned offices in Kampala. His approach is physical, participatory, and punitive.
In August 2026, he directed the interdiction of 26 local government officials across Ankole – in Isingiro, Buhweju, Mitooma and Mbarara City – over alleged high-level graft and financial mismanagement, following recommendations from the State House Anti-Corruption Unit (SHACU). He stated clearly that these interdictions were to allow independent investigations without interference.
On 10th September 2026, in Iganga District, he ordered the immediate dissolution of the entire District Service Commission and District Land Board over alleged sale of jobs and illegal sale of government land. He further ordered the arrest of the Municipal Town Clerk and Principal Assistant Secretary. This is unprecedented. Never before has a Minister of Local Government dissolved a service commission on the spot during a field visit.
These actions have sent a clear message: No one is untouchable.
Three Pillars of the Balaam Doctrine
Hon. Balaam’s anti-corruption war is anchored on three New Public Management pillars that we as RDCs amust emulate in our fight against the vice!
1. Value for Money and Citizen-Centric Accountability: During the opening of the FY 2027/2028 negotiations with local governments, Hon. Balaam said fiscal decentralization should not be measured by money sent, but by whether it builds a classroom, a health facility, or a road. He declared: “Every shilling lost to corruption is a shilling that cannot build a classroom…”. He now demands that communities, journalists, and local leaders monitor projects directly. 81e9
2. Structural Reforms to Break Corruption Networks: Hon. Balaam has correctly diagnosed that corruption thrives where officials overstay. He has vowed that officers who have stayed in one district for 20 years have created comfort zones and networks that breed corruption. His reform is to rotate local government officers every three years and introduce biometric attendance to curb absenteeism. This is pure New Public Management – discipline, efficiency, and performance measurement.
3. Swift Sanctions, Not Endless Reports: In the past, officials would be mentioned in reports and continue working. Balaam’s model is instant action. Interdict first, investigate after. This has restored public faith. When wananchi in Mitooma saw their CAO submitting lists of interdicted staff on 8th August 2026 after the Minister’s visit, they believed Government again.
The Awakening Effect on Local Governments
The impact across Uganda is electric.
Chief Administrative Officers who used to take six months to disburse PDM are now disbursing in two weeks. District Service Commissions that were selling jobs for 5 million shillings are now scared because they saw Iganga dissolved. Town Clerks who were colluding with land boards to give away public land are now verifying titles because the Minister ordered cancellation of fraudulently issued titles on public land.
In Kawempe Division, we have been inspired. As Deputy RCC, I introduced KAWEDISSA ( Kawempe Division State of Security Address) and now KASSADIAT ( Kawempe Division Social Service Delivery Impact Assessment Tour) modeled directly on New Public Management doctrinal components of field monitoring style, Efficiency, value for money audit .We now say; monitoring must be on-site, with citizens, using a Citizen Score Card, not just reading reports.
Why He Will Succeed
Hon. Balaam will succeed for three reasons:
First, he has Presidential backing. His appointment as Minister of Local Government in the 2026-2031 Cabinet is a signal that President Museveni wants a fighter in that docket. The President retained key figures but put Balaam in Local Government to clean up.
Second, he combines political mobilization with administrative power. As a former youth mobilizer and businessman, he knows how to speak to the ghetto youth, and as Minister of Local Government, he has the legal power to interdict, dissolve, and direct. That combination is lethal to the corrupt.
Third, he is not protecting any home district turf. He is a national figure. He can crack the whip in Ankole, Busoga, or Acholi with equal force.
Let us, the RDCs, DRCCs, DISOs, and CAOs, support Hon. Balaam’s campaign. Let every district create its own Anti-corruption strategy. Let us institutionalize Balaam”s model of quarterly anti-corruption barazas, link field findings to SHACU and IGG for prosecution, and protect whistleblowers.
History will remember Hon. Balaam Barugahara not just as a former Youth Minister, but as the Minister of Local Government who dared to enter the district offices where corruption actually lives and who dissolved the networks that were choking service delivery.
The awakening is here. Let no district go back to sleep.
