The Katsina State Executive Council has approved a proposed ₦828.64 billion 2027 Budget, alongside a series of landmark projects in healthcare, road infrastructure, and public transportation aimed at accelerating development and improving residents’ quality of life.
The approvals were granted during the 14th Regular Meeting of the Katsina State Executive Council for 2026, held on Thursday at the Upper Chamber of the General Muhammadu Buhari House, Government House, Katsina, and chaired by Governor Dikko Umaru Radda.
Briefing journalists after the meeting, the Katsina State Commissioner for Information and Culture, Bala Zango, said the Council’s decisions underscore the administration’s commitment to strengthening public services, expanding infrastructure and driving sustainable economic growth.
The Katsina State Commissioner for Budget and Economic Planning, Malik Anas, disclosed that the Council approved the 2027 Budget Proposal, christened “Building Your Future Agenda IV”, with a total estimate of ₦828,638,844,091.48.
He explained that the proposal is ₦69.23 billion lower than the 2026 approved budget, reflecting the state’s projected revenue outlook and funding realities for the 2027 fiscal year.
According to him, the budget will be financed through Internally Generated Revenue of ₦95.77 billion, Capital Receipts of ₦234.30 billion, Other Expected Receipts of ₦487.81 billion, as well as an opening balance of about ₦10.7 billion.
Malik noted that 77 per cent of the budget is dedicated to capital expenditure, while 23 per cent is allocated to recurrent expenditure, a fiscal strategy designed to sustain infrastructure expansion and development-focused programmes.
He said the Social Sector received the largest allocation of 38.33 per cent, followed by the Economic Sector with 35.59 per cent, the Administration Sector with 23.97 per cent, while Law and Justice accounts for 1.11 per cent.
Priority sectors include education (13.41%), works, housing and transport (11.22%), agriculture and livestock development (10.33%), health (8.41%), and rural development (7.92%).
The Commissioner added that Governor Radda would formally present the budget proposal to the Katsina State House of Assembly after the Council approved its transmission in line with Section 121 of the 1999 Constitution.
In the health sector, the Council approved the procurement of additional medical equipment for the Advanced Imaging and Cancer Centre at the General Amadi Rimi Specialist Hospital (GARSH), Katsina.
According to the Permanent Secretary, Katsina State Ministry of Health, Lawal Rabe, the new equipment would significantly expand the centre’s capacity to provide advanced diagnostic, surgical, laboratory and imaging services, while creating admission space for at least 80 patients.
He said the project is expected to reduce medical tourism, improve access to specialised healthcare and enable residents to receive world-class treatment within Katsina State.
On infrastructure, the Council approved the construction of an asphaltic wearing course on the deteriorated Rafukka Road in Katsina metropolis to improve traffic flow, enhance connectivity and address erosion-related damage affecting motorists and residents.
It also approved comprehensive operational measures for the 30 hybrid buses recently procured by the Radda administration to commence intra-city shuttle services.
Permanent Secretary, Ministry of Works, Housing and Transport, Umar Rugoji, said the Council approved the engagement of a consultant to partner with the Katsina State Transport Authority (KTSTA) in managing the fleet, as well as the establishment of a dedicated Hybrid Bus Operations and Maintenance Unit.
He said the unit would oversee vehicle maintenance, charging infrastructure, workshops and operational management, while qualified drivers and administrative personnel would be recruited and trained, with at least one driver drawn from each of the state’s 34 Local Government Areas.
The Council also approved the installation of dedicated transformer substations in Katsina, Daura and Funtua to power charging stations and maintenance facilities, alongside the deployment of digital fleet monitoring, revenue management and preventive maintenance systems ahead of full operations.
