To improve service delivery in Napak District, the Karamoja Anti-Corruption Coalition (KACC), in partnership with Napak District Local Government, held a community Baraza on 25 September 2026 in Apeitolim Sub-County, Napak District.
During the Baraza, the Resident District Commissioner (RDC), Milton Odong, assured the citizens of Napak that he would follow up on the issues affecting the community, particularly the land conflicts involving Napak, Abim, and Kapelebyong districts.
The RDC also called upon Local Council I (LC1) leaders to protect the land of Napak and advised sub-county officials and area land committees to ensure that investors are directed to the district authorities to follow the required procedures and protocols.
Amina Lowakori, the Acting Executive Director of the Karamoja Anti-Corruption Coalition (KACC), encouraged community members to report any cases of corruption to the KACC office. She emphasized the importance of community participation in promoting accountability and improving public service delivery.During the Baraza, community members raised several concerns affecting service delivery and the well-being of residents in Apeitolim Sub-County. These included:
- Alleged mishandling of the Parish Development Model (PDM) by some parish chiefs.
- Children being sent home from school due to unpaid school fees.
- Frequent stock-outs of medicines at Apeitolim Health Centre III.
- Inadequate access to clean and safe water in Apeitolim Sub-County.
- Some health workers and teachers reportedly reporting late for duty.
- Inadequate numbers of primary schools in Apeitolim Sub-County, forcing children to travel long distances to access education.
- Outward migration, including cases where children from Apeitolim are reportedly taken to Kampala for work.
- Delayed payment of teams working with the National Identification and Registration Authority (NIRA) on national identification cards.
The meeting was attended by security officers, government officials, local leaders, and community members.
The citizens called for a cross-district dialogue involving Napak, Abim, and Kapelebyong districts to address the ongoing land conflicts. They emphasized that such a dialogue would provide an opportunity for the three districts to discuss the underlying issues and identify ways of resolving the conflicts, which have continued to affect communities in Napak District.
