Uganda’s Best 100 Law Firms Recognised by Public Opinions with Responsible Investment Global Award

KAMPALA, UGANDA — Public Opinions has recognised Uganda’s Best 100 Law Firms for 2026 with the Responsible Investment Global Award, in recognition of their commitment to professional excellence, responsible business practices, client service, human rights, corporate social responsibility and international best practices in the legal sector.

The recognition was announced on 5 October 2026, with profiles of the recognised law firms set to be published in the Public Opinions Journal for Certified Responsible Investments and Development Champions 2026–2027 and on the Public Opinions Global Portal.

The journal is expected to be distributed to more than 2,000 Chief Executive Officers, Members of Parliament, Cabinet Ministers, Ugandan diplomats abroad, foreign diplomats in Uganda, heads of NGOs, traditional and religious leaders, and political leaders.

According to Public Opinions, the recognition and induction of the Best 100 Law Firms is intended to promote greater commitment to international professional standards and responsible practices within Uganda’s legal sector.

How the firms were selected

Public Opinions said its assessment was based on a comprehensive survey and a set of professional and responsible-investment benchmarks.

As of September 2025, Uganda had 1,333 law firms approved by the Law Council under the Ministry of Justice and Constitutional Affairs. Public Opinions said 200 firms were nominated during its assessment, after which 100 were selected and recognised based on the organisation’s benchmarks and public voting.

The voting involved members of the public, particularly CEOs, business owners and Members of Parliament, according to Public Opinions.

The organisation said the recognition is not primarily based on the physical size of a law firm, but on its commitment to professional excellence, responsible investment principles, human rights, competence, client service and leadership.

Buyinza Adam Luzindana, CEO and Team Leader of Public Opinions, said the assessment also considered the commitment of law firms to international best practices and standards, as well as their contribution to responsible corporate citizenship.

“We recognise the best 100 law firms in Uganda that support productive Corporate Social Responsibility (pro bono) and are dedicated to engaging female lawyers in legal transactions,” Luzindana said.

Public Opinions said its assessment also considered whether firms respect workers’ rights, particularly those of junior and female professionals, maintain loyalty to clients and provide opportunities for lawyers to participate meaningfully in legal transactions.

Key areas of recognition

According to Public Opinions, the recognised firms demonstrated commitment to areas including:

  • Corporate Social Responsibility and pro bono services;
  • Respect for workers’ rights, especially junior employees;
  • Employment and participation of female lawyers;
  • Understanding of Uganda Vision 2040 and the UN Sustainable Development Goals;
  • Promotion and observance of international best practices and standards;
  • Compliance with tax obligations;
  • Professional competence and ethical conduct;
  • Quality and timely delivery of legal services;
  • Client loyalty, accountability and confidentiality;
  • Effective leadership and management; and
  • Fairness and responsible professional conduct.

Public Opinions said the awards are part of its wider programme of recognising organisations and individuals contributing to Uganda’s development and the achievement of the Uganda Vision 2040 and the United Nations Sustainable Development Goals.

Uganda’s legal profession

As of September 2026, Uganda had approximately 6,760 enrolled advocates, according to figures cited by Public Opinions. The organisation said historical cumulative records maintained by the Law Council indicate that fewer than 10,000 advocates have been enrolled since formal record-keeping began in Uganda in 1962.

Public Opinions has, since 2009, recognised companies, institutions and individuals for outstanding performance and contributions to responsible investment, development and leadership.

In May 2026, the organisation recognised Pius Bigirimana, Secretary to the Judiciary, as the Uganda Judicial Reforms Champion at a ceremony held at his High Court office.

Public Opinions has also recognised President Yoweri Kaguta Museveni as the Uganda Peace and Development Champion and awarded him the Responsible Investment Global Certification Award.

Other prominent lawyers recognised or accredited by Public Opinions include Edwin Karugire, Cephas Birungyi Kagyenda, Dr Allan Shonubi, Justus Karuhanga, Apollo Nelson Makubuya, Haji Usama Ssebuwufu, Enoch Barata, Francis Nshekanabo, Baker Mugaino and Hon. Kiryowa Kiwanuka, among others.

More than 300 companies and organisations have also reportedly been accredited by Public Opinions, including Diamond Trust Bank, Roko Construction, the Electricity Regulatory Authority (ERA), the World Bank, USAID, the European Union, SMS Construction, Riley Packaging Limited, Heifer International and Standard Chartered Bank Uganda.
