Dr. Ayub Mukisa: If President Museveni Campaigns for Gen. Muhoozi, Can Anyone Doubt Muhoozi Presidency?

In this article, we begin with a question: If President Museveni were to campaign openly for Gen. Muhoozi Kainerugaba, can anyone doubt Muhoozi becoming the next President of Uganda? Without wasting our readers’ time, let the Department of Critical Thinking and Alternative Analysis at the Karamoja Anti-Corruption Coalition partly answer this question.

First, let us reference Andrew M. Mwenda and Roger Tangri’s 2010 publication titled “President Museveni and the Politics of Presidential Tenure in Uganda.” Mwenda and Tangri argued that Museveni has built a highly centralised presidential political system. As a Department of Critical Thinkers and a team concerned with alternative analysis, we begin from here by stating that if President Museveni has built a political system in which he can exercise power, should he come out openly to campaign for General Muhoozi Kainerugaba, would there be any doubt about Muhoozi becoming the next President of the Republic of Uganda?

Given the campaign strategies PLU has deployed across Uganda, with a large number of young people getting involved, should a joint Museveni-Muhoozi campaign happen, General Muhoozi could receive a significant percentage of the votes and enter State House.

For purposes of clarity, this article does not argue that PLU cannot campaign and win independently. It only shows that if President Museveni were added to the campaign effort for Muhoozi, he could add more value and contribute to a smoother victory.

Ronald Kassimir, in “Reading Museveni: Structure, Agency and Pedagogy in Ugandan Politics,” revealed that some observers have recently mused that Museveni is not simply a singular figure, but a model being emulated—and, more prescriptively, one that should be emulated—on the continent of Africa (Kassimir1999). This is the central question guiding our alternative analysis. Here, we conclude that if President Museveni is emulated, and should he campaign for Muhoozi, then Muhoozi becoming President would appear, from this perspective, to be a very easy outcome.
